World Calling Card not activated

I have charged idea #9694856474 with Rs.23/- US calling card valid for one month. They confirmed the charge on 16th June. But the facility is not activated. Trying complaing on their various help line become futile - either exectuvies are busy or not connecting to the required line. Some of the helpline nos. does not exist! Are they not cheating??
