I m do instant recharge but not get a balance

Sir i m do a instant recharge of 49 rupee twice but i m not get balance in my account just only conformation MSG is i receive from company and then i call to 198 then customer care give man is in sleeping mode and he is just tel me you get a information its ok or not then after he is band my number to call a customer care i m call a 1 hour to customer care but my call is not connected to them. i want justice against this company's and a take some need full action on that.
