Illing problem

Sir, i was approached by ITBL Telecom pvt ltd., nariana house phase-II, new delhi (an authorised DSA of Idea Cellular Ltd.) on 10-11-09 of being a lucky winner of their lucky draw.their executive came to my place, handed over coupons and free idea connection of Rs 349 plan, with promised free 300 minutes of calling and 300 free sms. they demanded 500 rupees, 250 of which were to b included in first bill and rest 250 to be refunded at payment of first bill (as it was security money).i have paid money by cheque and has receipt of money too.my bill as on 1st dec shows a amount of Rs1211, on calling to idea customer care, they clarrified the bill is of 700 rupees and includes rs 349 which was promised to me as free gift. to add to my woes, they refuse to refund 500 rupees and were not ready to include that in payment of bill as promised.instead they now created new rule altogether, saying they will deduct 100 rs from each of my bill from third month of usage, and will not b refunded a penny if i discontinued now.i see this as breach of trust and misappropriation of my money, even refusing to refund security.

i request u sir to kindly help me get my 500 rupees back and deduction of rs 349 of plan enrollement fees, which was promised free.ur timely action will be highly obliging and will strengthen the faith in consumer forum
