Baring my services without valid reason

My brother Diptesh Raval have Idea mobile no.9624321725 since January.

This number was activated after he had submitted all documents at Idea cellular.

Thereafter, they (Idea) collected documents twice from my brother.

At 26th April they bared illegaly my brother's SMS and Outgoing services.

When we ask about this to Idea, they said that "we have burned your documents if fire and you have to submitt the documents again"

We are not ready to fulfill this illegal demand of Idea, and Idea is not ready to start bared services without documents.

What is the solution?
