Eceiving unwanted calls

I have received a call from idea a person named kiran talk with me that there is offer to you that is about mobile radio but i say I did not want the offer do not add the offfer to my number he says ok and i will not put the offer to your number then i cut off the call but after one hour when i check my balance there will be RS 20 cut off from my balance and i complained to customer care service of idea and they will provide me a complaint number and say we will deactivate the offer and refund your money back. But when I check money next day again Rs 20 cut off from my balance so what i have to do
