Wrongful Billing

I am a IDEA customer from around 5 years. Never defaulted on my bill. My bill is normally around 3000 rupees. Last month i received a bill of 7500 rupees out of which Rs.3400/- was for 1 ISD call made to some country called East Timmor. I have never even heard of this country, forget calling anyone there. The number of the call is 6703302958, the call duration is 34 minutes and IDEA has charged me Rs. 100/min. This is absolutely outrageous. Even if i did call the number by mistake, a call duration of 34 minutes is impossible. Inspite of repeated complaints and emails and visits to the customer care center, IDEA has not provided any help or clarity to me on the same. They just call and say "the call was made, you have to pay the bill, we cant do anything". I have paid the remainder of my bill Rs. 4000/- promptly but i refuse to pay Rs. 3400/- for a call that was never made. When I checked for the number 6703302958 on Google, i found out that it is a spam number and a lot of people have faced similar issues. Is there anything that can be done about this? Kindly advice.
