Forceful activation of dialler tone

My mobile number is 9922296537, I have been forcefully given Dialler tone and also was charged 45 rs for the same. Called up customer care but no positive response, I have been troubled by their promotional calls every day and without sending any kind of request, they have activated my Dialler tone, In order to deactivate the dialler tone i have to contact the customer care which charges me 1 rs per call from other mobile.
