Taken my money and not giving back

I got the Call form the Idea cellular for portability, and there took 418 Rs from me on 24/08, Hence there have not given me the connection and also not giving my money back when ever i call them there never answer me properly in fact the guys say some bad words also i have the recepit of the payment and also the form acknowledgement, what should i do i dont understand its not the matter of the money but i want that there should be some strick action on them and a penalty to pay to such a customer, if we pay 1 day delay payment there charge us fine of 100 rs on the bill now what if there r late to pay customers money back
