Deduction of balance for no reason & not activated the net pack of 15 rs

Sir, idea has deducted my 16 rs without any reson or any informatin and when i asked the customer care for that they always told that the system is down call after 2 hours. also they did not activate the net pack of 15 rs. so please help me.
