Double recovery of security deposit

Sir, I Mr. Kiran Adhav converted my prepaid Idea Sim to Postpaid after receiving calls and insistence from Idea call canter representatives. I paid Rs. 250 as refundable security deposit to Mr. Sanket (M- 9545516702, a marketing representative of idea cellular) working for "Velocita IT And HR Solutions" Authorized DSA for Idea Cellular (office at "Asmita" Paud Road, Bharati Nagar No.1, Kothrud, Pune).

However when i recd the bill for my post paid connection Rs. 250 against SD for prepaid to Postpaid was again charged in that bill. I contacted Mr. Sanket and requested him to correct this bill amount for which he had agreed. However M/s Idea Cellular representatives had blocked my outgoing calls and forced me to pay the security deposit the SD amount Rs. 250 again to resume the services. We do not expect this type of response from IDEA, hence requesting you to kindly address this issue.
