Advance Payment not refunded after service cancellation

I was one of the very few customers who had no other option than to purchase an Escotel prepaid connection in 2001 since Escotel and BPL were the only providers during that time. I paid Rs 3000 in advance and later converted my connection to postpaid with the advance money still intact with Escotel.
Later the worse happened when idea took over Escotel. Maybe due to my worst luck, I did another stupidity of purchasing an add on sim for my sister by making an additional payment of Rs 500/- as advance. This was in 2006. Now my sister wants the SIM to be cancelled and her money back.
The SIM was as it is cancelled on request but no money was refunded.. After a month of talking with Idea, I received a message from officials that no money would be refunded unless I cancel my parent account as well. To add up, they also made a point clear that whatever advance I paid to Escotel was not in records and will never be refunded.
So I paid 3500 in advance for the services, with an agreement that I would be refunded the advance on cancellation of respective SIMs and now the service provider assures me that i will be given Rs500 as refund only when I cancel my parent sim as well. This is how the Idea Network works...
