On holding mobile service

I Had taken mobile prepaid card about 2 months back. At that time I have given all the necessary documents. after 7 days the card was on hold due to non compliance of papers. Then I had enquaired to the dealer he said he had send all the papers. for second time I had given fesh papers to the dealer. The dealer told me that card will start within 48 hrs. After 4-5 days the SIM Card again started. It was working for almost a month. From last 4-5 days it was holded for non compliance of papers. Now dealer is asking me to submitt again those papers. I have already written to the Idea Celluler, but there is no responce from their side.
