Sim Activation against payment

Dear Sir/Madam,

Few days back tellecaller called me for the postpaid connection from Idea. i was using a idead prepaid connection. So i decided to avail the offer and told him to come and collect my documents. There man came to me for the document collection and also took Rs. 250 as service charge. Now after 15 days have been passed and i am not getting any response from them. I tried in customer care and nodal officer but nobody is helping me. i am having the welcome kit and copy of a form which i filled to get the service.

Please suggest.
