Charges for calling customer care

I called on 98440 98440 and even though after 18 minutes of paining keeping me on hold they have charged me Rs.3 for that without even talking to the executive

my number is 9844400175 and the call was made on 30/12 at 6.40 pm.

i received a message from ix-service as to resubmit the documents before 31st to avoid disconnection. i have already submiited them 4 times in 6 years, is this the service that they give, to clarify the above i called the customer care and could not just get through but did get charged

eagerly am waiting for mnp.
