Network problem

I am using mtnl dolphin jeevan-sathi govt. employee post paid plan for several years. My mobile no.is 9868884164 & 9868884139.I have complained for network problem numerous times in the last four-five (4-5) yrs on 1503 customer care no.but after 2-3 months of complain when I enquire about the same on customer care I get the reply that your complain has been resovled. Then they again put my complain & give me again a new complain no. This process is being repeated for the above said period but in real it remains unattended. My address is 12, old nurses hostel, Charak Palika Hospital Campus, Motibagh-1, New Delhi- 110021 Pl.help & reply. Thanks.
