Delayed refund for a Yea

I had BPL mobile post paid sim with STD facility. On discontinuation, I was supposed to get refund of 2000 rs. I had changed my address of communication and submitted a change of address request personally to BPL office. For one year I have not recieved any refund, on enquiry they say they have send draft to old address. The draft was handed to some unknown person as the signature on recieved receipt are not mine. No one is doing anything about this at BPL office. Although thedraft has not been encashed, they refuse to issue a new draft. This is sheer carelessness on part of BPL mobile. Can I do anything about this?
