Network issue

I have been using this company's services since 4 years now and i am very upset because of poor network services, I have complained several times but there is no improvement in the service it is very bad the only response which I got is a call confirming that i have a network issue, I have two post paid connections and on both the numbers I have the same problem, I also wanted to know if I could change my service provider without changing my number as both my numbers are important for me
