Apathy of BSNL when transferring telephone

My telephone no was to be transferred. All necessary papers were submitted and the telephone is to be transferred to Gedalahally, Bangalore 560043. The papers have been with the concerned telephone exchange for more than 3 weeks now. The BSNL line already exists in the colony where I live. But there is total apathy in the officials, and no response from them at all. Its a typical "couldn't care less" attitude. The funny thing is that BSNL wants to compete with private operators!!! How stupid can they get???
