Cannot get Code

I want to port my mobile No. 9419004037 (BSNL post paid) to airtel but i am not able to send message. every time i try sending message it says message sending failure. when i call 1900 between 9am to 6 pm it says " this number is temporarily out of service" and after 6pm it says please call between 9am to 6pm
