Complaint against a number, through which a person gives a missed call and hence when called back, all the currency in one's account becomes zero

This is to inform the consumer forum of India that there has been an nonsense caller who gives a missed call to one's mobile number and hence when called back the person on the other side picks up (usually a GIRL) and speaks with a sweet tone, after which asks when the person got a missed call from the number and where I stay and other stuff. The call cost comes as Rs.40 and I would like to book a complaint against the number. There are lots of such numbers and the one through I got was 263732210312.
