Not taking any action about new connections

We applied for a connection of MTNL landline VOIP connection, They told us about charges, and takes 500 service charge of new connection, and given us time of 1week but they are not taking any action after 2 weeks of applied time. we talk to S.D.O MR.SATPAL of MTNL, He said to us we have no wires for your area, they are giving us a time of 2 months, and not returning our money Rs.500.Please do something for this.
