Roaming charges in home network

I purchased three no of handsets from a retailer in kolkatta one year before . i have recharged 499/- in one of my sets (9143007557). suddenly after 13th May my set (9143007417) [that is gifted to my mother, staying in jhargram], call rates are charged as per roaming chargesl.. when complained to customer care they refused to accept the complaint saying that the mobile was in roaming towers, but my mother and the mobile (9143007557) was in home network till date.

can MTS charge roaming call rates within west bengal..

Pls take any measures to get a solution and restore my loss...
