High call rates fraud

I am a constomer of Aircel They launched aplan of pay per sec/1 paise. which I thought a good planned but now they r deducting 2 paise per second. When I called up the customer care they replied it was a condition apply which was not told to me that time, as they told me at the time of taking the plan of per sedc/paise it will be 1 paise charge for all calls local or STD. Now it is coming to Rs 1.20/min whereas other companies r offering at Re.50 (50paise-60 paise per min).

Since I dont want any other customer to suffer like me so I want that the company should always be clear with the conditions. As I feel cheated by AIRCEL.
