Regarding promontional calls

I m a Aircel costumer since last october. These service provider use to do a lot of promotional calls for their offers and schemes. under this, they activate my dialer tone service without my consent. i file a complaint in customer care services on 22/03/10. with complaint number 1781952944. they assure me to sort out my problem upto 24/03/10. but now they refuse to refund my balance. As these promotional calls are against TRAI norms. i want a strict action against these, as they hurt trust of their consumers.
