New simcard not activated since 20days

Simcard purchased on 04.11. AVV done on same day. I received sms confirming activation but services not yet started4 i have recorded conversation of aircel representative confirming their mistake and comitting to start services on 07.11.2010 & 10.11.2010 but again failed. I made paymen of Rs1200 in advance and Rs 300 as activation charges.
Need help.
