Activation of Caller tune without permission

Aircel mobile providers hav activated the caller tunes on customers cellphone and charged them without customer's permission. Its the second time when they have activated the caller tune on my cellphone and charged for it and i called the customer care two times for last complaint but they didnt give the satisfactory reply for respective complain.
