Starting of unwanted service

I am using aircel prepaid. On 3rd of July company started a service with out my prmition and deducted balance of 5 rupees. On 8th of July company charged 30 rupees to my account for the same service. I called customer care.they told me that my account will not be refunded for that unwanted service.
