GPRS activation charges

Airtel has a scheme of GPRS activation for corporate connections at Rs.99 monthly rental. They are telling it should be company paid connection. If a company is having 4000 number of employees. How can it be possible to pay the bills of all the employees. At the time of giving the connection they have given it in corporate scheme and now for the activation of GPRS. Airtel is charging Rs. 499 per month as rental. This is ridiculous.
