Message sending problem

I am an airtel customer, if i send a message (ISD) t o my friend from my mob, he is not getting that. Last 3 days I have lost 30 rs. That i spoke with customer care executives. They told that this problems of Etisalat (UAE Mobile service provider). But h is getting messages from other mobile nos. except mine. Anyone has the same problem?
