GPRS charges but i have not activated it

I have not activated GPRS service but still i m being charged Rs.99 every month. when i spoke to customer care executive he was so rude and harsh with details n was refusing to take my complaint.
These clearly proves that AIRTEL service is the worse of all providers.
A goverment body should look after these kind of issue n sue this money snatching AIRTEL.
