Wrong recharge

Wrong recharge was done on 9771231581 (as the number was told to be of Bihar state) phone number where as the actual number is 9177231581 for an amount of Rs 555 on 20th Dec, 09. Subsequently, when a relationship manager was contacted. I was asked to go the shop from where recharging was done and was asked to get an SMS done as given below.
WRC 9771231581 (wrong number) 715868578 (transaction id number) 555 (amount) 9177231581 (correct number) Send SMS to 52212.
This was taken care of by me as was suggested by the relationship manager and the reply from the service provider has been received on with an id 404187. I was also told that, within 24-48 hrs recharging will be done. On 25th I tried to contact from my another cell several times and now I receive an automatic reply that, I am not authorised to send SMS though, they suggested to send SMS to know the status. Today, is 26th the recharge was not done for the amount. Could there be any number where we can talk directly instead of running from pillar to post?
