GPRS activation

Respected Sir/Madam,

I received a massage on my mobile 9818144866 at 11:59 AM from Airtel i.e. " Thank you activating monthly GPRS Night pack Rs.95. You can enjoy 100MB during day and 2GB during night (12 am to 8 am). To deactivate dial *567*19#." Here i not press any or not using my mobile on this time, but i find this massage and deduct Rs.95 from my airtel balance account. When i talk to customer care they will provide a request reference number 0113185422. and told me that we will give the actual information till 19 Jan. I want to know that if any option will have to customer then first inform the customer and then ask for do or don't. But he do not give any information regarding this and not solve within 48 -72 hours which is government rule. If i have my airtel balance for my emergency talk to with my family, then who will responsible if i am not able to communicate with my family or emergency work. This is truly illegal.

Please consider my problem.
