Wrongly deduction of 99 rs and 121 service is unactive

I user of airtel mobile no 9892308705 want 2 bring to notice that airtel har wrongly deducted rs 99 frm my account as knw to me by sms recd frm 54321 at 3am on 23 feb 10.when tried to call 121 found it was in active.on repeatly tried frm other cell & found same.pls solve my issue.
