Cheating on Prepaid service deductions

My number is 919892216302. I had charged inr 400 on around 5th September. I was shocked to know that my balance has run down to Inr 85 so soon as our usage is very limited. I tried requesting customer care to provide me with itemised statement but to no avail. Can I get a statement for prepaid service or not. How can govt allow operators to take customers for a ride. It is so frustrating talking to call center guys who inevitably hang the line when they have no answer and then u get another operator every time and one has to repeat the whole story evry time to no avail.
