MNP Rejected without valid reasons

Airtel is rejecting MNP on company paid mobile even though the director of the company is requesting it saying that comapny has entered into special contract. The company has not entered into any special contract and simply signed on the 399 plan which is commonly available. Airtel has been trying to bully the customers without specifics. For first few calls and emails they would simply say rejected due to contractual obligation but there representatives would not tell what was the obligation and when was such contract signed. The airtel trick seems to be simple, harass a customer till he gives up. What legal recourse can be take? does TRAI take consumer complaints directly?
