FRUAD ON MNP

Really airtel cheated me always during Change the portability... they did not provide unique code through sms after sending the request on portability. i get only through by customer care. till now i can not change that network., i do not disconnect his network. upto this they told any one of the reason on MNP... how can i complaint the airtel? plese tell
