Deduction of charges for news/unwanted promo messaages from my account

Deduction of charges for promo messages with out any OK/confirmation from self for my prepaid account.

My number was post paid and I converted to prepaid to escape out of the unneccssary billing charges. But, again the prepaid account is also deducted for no usage of mine.

the customer care cell is not willing to give the email ID of customer care cell and asking to visit the relation ship centre.

at this IT age and free India, why not a penalty be levied for unwanted money deduction from the self account and also not giving a solution via customer care.
