Excessive for tatkal train bookings

I had booked a railway tatkal tickets from big travels, a travel agency in Indra Vihar, near Mukherjee Nagar on 19th june the amount being charge on the tickets is Rs.2270 but the agent demanded Rs.3300, on top of that when i collected my ticket he ask me to pay Rs.100 extra, however when i received my tickets it was a photo copy of the original and since i had to travel alone from new delhi to guwahati, he booked my ticket along with three other passengers in the same ticket, which was very unusual indeed. Therefore I believed that this agency is totally taking advantage of students in north campus especially during this summer break when most of the students had to go home, and we the students are so vulnerable because there is just no other way to get tickets from counters or from irctc website, I'm sure there is a rule regarding the minimum charges by the agency being laid down by the Goverment. I sincerely request the authorities to investigate on this issue and punish the agency for the fraudulent act.
