Stolen Money

Holiday ibis was supposed to return a portion of my itinerary on my credit card. While is was on vacation in June in India, they did not do the return. On the last day of my three day visit they called me and said they wanted to return 16000 ruppies in cash. I told them that I was leaving the country in two hours and did not want all this cash and asked them to return the money as agrees on my credit card. They said it would take two months. I agreed. It has been four months. At the beginning the used to reply to me and say the refund would be one ore week. Now they are just ignoring me and keeping my money! Can somebody help me?
