Excess Fare for Sr. Citizen

PNR 4427498025 from Cuttack to Howrah on April 23 by Train No. 12840.

As per recent Railway Budget, Sr. Citizen shall be entitled to 40% discount on fares effective April 01.

The usual fare for the above ticket is Rs 709.00 and with 40% discount the fare charged should have been Rs 425.00. However, fare charged is Rs 545.00.

Are we to understand that the budget proposals have not been implemented?
