Delay in delivering gas cylinde

I sent an email on 13.12.10, enquiring the status of my booking as below.

"Please see the quoted ("BOOKING NO-9404 DT-29-10-10") highlighted text reply below. I booked for a refilled domestic cylinder on 29-10-10.. But I did not receive the same till date. "...

I got a reply from the gas agency like this "booking no-3983 dt 13-12-10"!!!

They again booked without delivering the cylineder for my first booking NO-9404 Dated-29-10-10".
