Slow speed

I have been using Bsnl Broadband plan 750 unlimited since a month. But not getting good download speed. Wheres others using the same plan gets dload speed up to 250KB/s and i get max up to 50KB/s. Whenever complained, always got a reply that the problem is solved but doesn't actually do anything. No one pays attention to the issue. My no. is 02876220693
