Bill during shifting period

I have applied for shifting my landline (23453114) from jalahalli exchange to vidyaranyapura exchange on 20/10.Phaone has shifted to my new address on 09/03 after a lot of followups. Now i got a pending bill of sum 1900 rs for four months of rent during shifting. I complaint at jalahalli exchange.since i have not paid this wrong bill as exchange person said it will be wayoffed my phone (23648114) is not working. The executives at customer service center is anable to solve this problem and asking me to go to banaswadi area manager office for clarification. BSNL is having a lot of executives at customer service center for help the customer but they are unable to tackle the issue. Please take neccessaray action to continue my phone service after solving this issue.
