WLL Phone with Broadband (Avadi Telephone Exchange)

I applied for an BSNL WLL phone with broadband in Avadi Telephone Exchange. WLL phone has been installed but the offficials have not given me the required installation CD and username, password for internet. None of them in that office know about this WLL phone broadband and they are refusing to give me any such CD and usename password. Now the phone is idle in my house and is am not able to use the internet.
