Illegal charges from Tenants of a CHS

I am residing at N.G. Royal Park, Kanjrmarg (E) as a tenant. The CHS has been formed in September. Today, there's a notice by Managing Committie of the Society that all tenants have to pay Rs. 7500/- as "Shifting" & "Administration" Charges. Even existing tenant also have to pay.

I want to know whether these charges are legal? If these charges are illegal, how & where can I complaint?
