No allotment of plot even after 5 years of booking

I had booked a 160 Sq yard from this builder in year 2006. The builder has already taken more than 50% of payment and also reduced the size of plot to 120 sq yard. No official communication to this effect was given by builder.

I have been following up with the builder for allotment and registration of the plot but everytime they ask for a time of 2 months. I recently visited the site and found that the internal kuccha roads that they had built have gone into complete disrepair and infact their offices are closed.

I request all affected people to contact me so that we can lodge a complaint against this builder.
