Cruelty against pet Dog by Neighbo

Dear Sir

The complaint is about our neighbor who has kept a pet dog with out obtaining license from MCD. His name is Sunil Kumar and he lives at LP 2E II Floor Maurya Enclave Pitam Pura Delhi-110088. He always confine the dog under lock and whole family goes out for long hours 6 to 8 hours without providing enough food for the dog. The dog keep on weeping and barking in loud voice and his screams pierce the heart whole day. We witness this cruelty all the time and want to do some thing for the poor dog. Sunil Kumar who is solely responsible for this bad condition of the dog must be punished by authorities.
