Low return & change in terms

I had invested in Baja Allianz Capital Gain scheme of 10 years period with annual instalment of Rs10, 000/- with locking period of 3 yrs. The projection shown at the time of investment was Rs43, 850/- after 3 yrs and part payment allowed Rs28, 850/- after retaining 15, 000/-.But after 3 yrs the co. shows the actual fund value of 28990/-against investment of 30, 000/-The withdrawl allowed is 8850/-after retaining 20, 000/- instead of 15, 000/-

The fund value is dipping and to avoid withdrawl from scheme the co. imposes penality of approx.30% i.e surender value will be 20, 000/-

As such fund management is fraud
