Charging price much higher than the printed price

There is a courier service centre at RKB path, Dibrugarh named "JYOTI COURIER SERVICE" The owner there sells a book on LIC Premiums named "Wings" which has a printed price of Rs.100. But the owner charges Rs.120 from the people who want to buy that book giving the reason that he brings the book from Guwahati and charges that Rs.20 extra for his courier charges. But he is not a book seller, so on what basis does he charge that exra money??? The book is available at Guwahati at about 70-80 rupees. Please take some necessary action and stop his process of making illegal money.
