IT refund not received for AY.09

My Pan no. ACAPB1317R.My refund for AY.09 is already settled and sent in my old address which I could not receive and the status in internet is showing as undelivered. I have given my present address to my Assessing Officer ITO Hyderabad 12 (3) ward, Mr. Prasad several times. But he is not showing any interest and telling the amount is not high it is only Rs.13850/.His unhelpful attitude pains me very much and asking me to complain to his higher authorities.

I have endorsed copy of my letters to AC, Income Tax Of India, Hyderabad but there is no improvement in the status.

Please help me in getting my long overdue refund for AY09
